REGULAR BOARD MEETING

April 8, 2026

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, McCabe, Stradal, and Van De Walle, and clerk Olson in attendance along with 22 others.

Supervisor Stradal moved to adopt the agenda with the removal of item H – metal recycling fundraising – 2nd by Supervisor Belanger. Carried

Minutes of the March 11, 2026 Board meeting and April 1 2026 committee meetings were approved with a motion by Supervisor Van De Walle, second by Supervisor Stradal, and carried.

Treasurer Uhazie’s financial report showed the following balances as of March 31, 2026

A motion was made by Supervisor Belanger to accept the Treasurer’s report, second by Supervisor Van De Walle and carried.

Vouchers #52886 through #52924, payroll charges, and EFT payments were approved as presented by the Clerk, with a motion by Supervisor Stradal, second by Supervisor McCabe, and carried.

Under correspondence, Clerk Olson stated she received 1nfirmation on the financial statements and concerning the WTA meeting here on 4/16/2026.

Department reports were given by Fire Chief Jim Stradal, Canine by Animal Control, Mike Stueck, Public Works and Recycling by Craig Baeten, and Building Inspector by Jane Meissner. No Code Enforcer report.

CSM 2026-3 presented by James Westerman, Land Surveyor, for Keith J. and Margaret A Deprey for all of lots 1,2, and 3 certified survey map #4455, document #866818, for 2 lots located in government lot 2 Sec,26, T32N R19E in the Town of Stephenson, Marinette County Wisconsin. Supervisor Stradal moved to approve. Second by Supervisor Van De Walle and carried.

Weight limits were placed on all Town of Stephenson roads beginning on March 9, 2026 until further notice.

After some discussion on purchasing of cameras, Supervisor Van De Walle made a motion to purchase 1 camera from Cellcom with a 3-year contract. Supervisor Belanger offered a second. Motion carried.

In order to apply for the ARIP grant, the town needs to have a study on the road by an engineering firm. Chairman Kudick suggested they have them do a study on Airport Road. Supervisor McCabe stated fine print shows the town maintains control of the road for the 10 years. We do not loose control of the road. Supervisor McCabe made a motion to contact Ayres for the proposal, second by Supervisor Van De Walle and carried.

Supervisor Mc Cabe made a motion to purchase the 30-yard dumpster as quoted from JWR, with removal of the delivery charges, for a total of $7,500.00. A second was offered by Supervisor Stradal and carried. JJ Winnemuller offered to deliver the dumpster from Johnson Creek to the Twin Bridge Recycling center as a donation.

Engine 11 will be donated to JJ’s Outdoor Solutions LLC with a motion by Supervisor Van De Walle, second by Supervisor Belanger and carried.

A motion to close Twin Bridge Recycling center on Easter from here forward and to change the Sunday hours to 9:00 am through 1:00 pm year around beginning May 1, 2026 was made by Supervisor Stradal, second by Supervisor Van De Walle, and carried. Notice will be placed in the Peshtigo Times for 2 weeks.

Animal control gave an in-depth report on the status of the boarded dogs. The Town is hoping to get the case closed soon.

Under Public Comment, Dave Bentzler spoke about keeping cameras at the recycling center. Clerk Olson stated the Town is hosting the WTA meeting on April 16th. She also told of the Crivitz Schools asking for fire / rescue / public works to come to their “Careers on Wheels” on May 1st. Contact Elaine for the website to fill out their survey.
