COMMITTEE MEETINGS

TOWN BOARD MEETING

HELD AT THE TOWN OF STEPHENSON HALL

The meeting was called to order at 6:30 pm by Chairman Kudick. In attendance were Supervisors Stradal, Mc Cabe, Van De Walle, and Belanger, Chairman Kudick, Mike Stuek, Clerk Olson, and 4 others.

Supervisor Van De Walle gave information on several grants. The LSSIP grant is being done in 2 rounds. With the information he received, he did not believe applying for the first round would be successful. It was decided to wait until the second round and see if it is feasible.

The LRIP grant won’t be available until October of 2027.

The ARIP grant 2nd round may be coming out. He felt the Airport Road would be a good one to get the grant for. Supervisor McCabe stated it is a 10-year life minimum. Superintendent of Public Works stated to make sure the fine print is read. It may have a lot of negative requirements.

Supervisor Van De Walle stated that there is a water leak in the roof on the end bay to the south and in the back bathroom at the Public Safety building. After some discussion, it was decided that Chairman Kudick would have someone look at it and find out if it a maintenance project or if it needs to be replaced and advertised for quotes.

Supervisor Stradal told of things missing from station 2 and things that have disappeared or been changed at station 3. He would like to see cameras installed to try to prevent this from happening. Chairman Kudick stated there are cameras at station 3. He will get a quote on having the same ones installed at station 2 and bring it to the next meeting.

The internet at the hall is about 1 month out. They can’t install until the cable is buried and Spectrum is behind on that.

The committee requested that all job descriptions be sent to all Board members to review and they will proceed from there.

Supervisor Belanger will get pricing on a new dumpster for garbage and bring it to the Board meeting. He looked at a couple of used ones, but they are not going to last. We will spend more time working on them and putting money into them.

To do the repairs necessary on the governor on E-11, Supervisor Stradal stated it will cost approximately $15,000.00. If we put it on Wisconsin Surplus, we may get less than that for it. He suggests donating it like we did the ladder truck. The rest of the committee members agreed.

Supervisor Mc Cabe suggested to replace the verbiage in Title 8 Section 8(1)(2)(c) that says “within 500’ or adjacent property owner and put in “if resident or property owner makes a written complaint”. Chairman Kudick asked that the word “shall” be changed to “may”. Supervisor Mc Cabe stated that “may” would be in conflict with the current job description. Supervisor Stradal asked what the Board would have to go on if there was no written report? Chairman Kudick further wondered if that will open a flood gate of complaints to try to enforce. Supervisor Mc Cabe stated the Ordinance doesn’t say “must” take action.

Under the Enforcement section of that Ordinance, Supervisor Mc Cabe stated that under forfeitures, in number 3, it talks about a “bond schedule”. There is no bond schedule in the forfeiture section, so that needs to be established soon.

Then, under Title 11 Section 6(5)(a), it talks about a loud noise area. Supervisor Van De Walle would like to see a time limit of maybe 10 pm set. Chairman Kudick said he doesn’t think the Board can do that because we have no zoning. They will check on it with the Attorney. Supervisor Mc Cabe stated that in Title 7(2)(19)(9) in the noise Ordinance, it states that an outdoor bar has to stop noise by Midnight. The committee will do more research on it and speak with the residents and bar owners also to see about a possible compromise.

The meeting ended at 7:35 pm with a motion by Supervisor Stradal and second by Supervisor Mc Cabe.
