TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
March 11, 2026
Chairman Kudick called the meeting to order at 7:00 pm. He then led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Stradal, and Van De Walle, Treasurer Uhazie, and Clerk Olson, in attendance along with 12 others.
Supervisor Stradal moved to adopt the agenda with the addendum, 2nd by Supervisor Belanger. Carried.
Minutes of the February 11, 2026 Board meeting and February 16, 2026 Special Board meeting were approved with a motion by Supervisor Van De Walle, second by Supervisor Stradal, and carried.
Treasurer Uhazie’s financial report showed the following balances as of February 28, 2026
Stephenson National Bank General Fund $ 2,904.80
LGIF #1- Operating Account $ 330,394.65
LGIF #2 – 2% Account $ .00
LGIF #3- Depreciation Account $ 828,341.51
LGIF #4 – Tax Account $ 910,474.36
LGIF #5 – Future Purchases 2% Account $ 41,690.04
Nicolet Bank Tax Money Market $ 1,541.82
A motion was made by Supervisor Belanger to accept the Treasurer’s report, seconded by Supervisor Van De Walle and carried.
Vouchers #52794 through #52885, payroll charges, and EFT payments were approved as presented by the Clerk, with a motion by Supervisor Stradal second by Supervisor Belanger, and carried.
Under correspondence, Clerk Olson stated she received an email from a Fabian Lane resident asking to be on the agenda tonight.
Department reports were given for Fire by Chief Jim Stradal, Canine by Animal Control, Mike Stueck, Recycling by Supervisor Belanger, and Building Inspector by Jane Meissner. No Code Enforcer report or Pubic Works report.
There were no CSM’s presented.
There was a lengthy discussion with residents of Fabain Lane as they shared their struggles with their road not being paved. The garbage pick up company didn’t pick up their garbage container and the mail wasn’t delivered because it was stated they felt the road was not safe for them to travel on. They stated they are not being plowed out all the way and, in the summer, the dust is really bad. Chairman Kudick stated he would check with Public Works on the plowing issue. He further stated that they could look at putting money aside in a special account for the road at budget time.
The only one present for insurance quotes was Jim Pickett from Rural Insurance. He presented the Board with the quote and answered questions on the policies. Supervisor Stradal moved to accept the policies beginning April 1, 2026. A 2nd was given by Supervisor Belanger. Motion carried.
Gene Wilbur spoke for the Water Safety Patrol Unit. He has been getting things organized to get the Unit our on the water in 2026. He filed the Notice of Intent to Patrol, enrolled in required training, and ordered patches, badges, and jackets. He has a person interested in working and will be contacting him with more information. He will put an ad in WILENET for more persons to work the Unit.

The former Water Safety Patrol Unit Leader pay was the same as the officers. Chairman Kudick stated that the leader has to do all the paperwork and set the schedules, so he thinks it should be a higher paid position. Supervisor Belanger made a motion to give the Water Safety Patrol Unit Leader a $2.00 per hour pay increase. Supervisor Van De Walle offered a second. Motion carried.
Budget Resolution No 1-2026, to move funds from the Future Purchases 2% account to the General account, was approved with a motion by Supervisor Stradal, and second by Supervisor Belanger. A resident asked what the 2% account was and Chief Stradal explained it to him. The vote showed all in favor. Motin carried.
Operator’s licenses were approved for Lisa Feaker and Shareen Wilman with a motion by Supervisor Belanger, second by Supervisor Stradal and carried.
Under Public Comment, Dave Bentzler spoke about paving on Fabian Lane. Tom Collins voiced his opinion that it looks like the Board is trying to make the town into a police place with the Water Safety Patrol Unit. He also stated that there are so many rules and regulations in the Ordinances that nobody even knows what is in them
Motion to adjourn at 7:53 pm by Supervisor Stradal, second by Supervisor Van De Walle and carried.
