REGULAR BOARD MEETING  AND CLOSED SESSION

January 14, 2026

          

Chairman Kudick called the meeting to order at 7:00 pm.   He then led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, McCabe, Stradal, and Van De Walle, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 7 others.

Supervisor McCabe moved to adopt the agenda with the removal of Operator’s licenses. Second by SupervisorStradal. Carried.

Minutes of the December 10, 2025 Board meeting and January 7, 2026 Committee meetings were approved with a motion by Supervisor Van De Walle, second by Supervisor Belanger, and carried.

Treasurer Uhazie’s financial report showed the following balances as of December 31, 2025

           Stephenson National Bank General Fund                                    $     46,236.82

Supervisor McCabe asked for an explanation of the Depreciation account. He was given clarification. A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Van De Walle and carried.

Vouchers #52696 through #52749, payroll charges, and EFT payments were approved as presented by the Clerk, with a motion by Supervisor Belanger second by Supervisor McCabe, and carried.

Under correspondence, Clerk Olson stated she received a lot of icy road complaints that were forwarded by email to public works.

Department reports were given for Fire by Chief Jim Stradal, Canine by Animal Control, Mike Stueck, Building Inspector by Chairman Kudick, and Recycling by Supervisor Belanger.

Motion to move to closed session for discussion on employee performance evaluation and position was made by Supervisor Stradal, second by Supervisor Van De Walle and a roll call vote showed all in favor. Moved to closed session at 7:07 pm. Chairman Kudick stated the Board would reconvene to open session.

Following discussion concerning employee performance and position, Supervisor Van De Walle moved to adjourn the closed session and return to open session. Second by Supervisor McCabe. Roll call vote showed all in favor. Time is 7:16 pm.

Open session Board meeting resumed at 7:17 pm

CSM #2026-1 was presented by Jeffrey Lieuwen of Rob Kamps Land Surveying, for 4 lots described as Lot 1 certified survey map #1919 Volume 12, page 296 in Marinette County records, located in Sec.28, T33-R19E in the Town of Stephenson, Marinette County Wisconsin. Motion to approve by Supervisor Van De Walle, second by Supervisor McCabe and carried.

A committee was formed to work on an Ordinance for unkept properties. Attorney Coggins will need to be kept involved to ensure that the Ordinance complies with the fact that the Town has no zoning. Supervisor McCabe will head the Committee.

After some discussion on possible changes to the Ordinance pertaining to animal control and the addition of a “pick up” fee, it was decided to take it back to committee to work on it further. Again, Attorney Coggins stated that we have to be careful because the Town has no zoning.

Supervisor Van De Walle made a motion to table the Code Enforcer position until more information is received. Second by Supervisor McCabe and carried.

Supervisor McCabe asked if the board should consider speaking with property owners on Finelli Ave before making a decision on opening the road for snowmobiles? Chairman Kudick stated that if it is approved and the residents have a problem, the board can always revisit it. Supervisor Stradal moved to approve the Town portion of Finelli Ave. Supervisor Van De Walle offered a second. Motion carried.

An event permit for Lakeside Newtfest for January 31, 2026 was approved with a move by Supervisor Stradal, second by Supervisor Belanger and carried.

A public comment was made concerning trailers that are unkept.

Motion to adjourn at 7:35 pm by Supervisor Van De Walle, second by Supervisor Stradal and carried.
