Board meeting 6-12-24

REGULAR BOARD MEETING               

June 12, 2024

          

Chairman Kudick called the meeting to order at 7:00 pm. He led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, Franzmeier, Rogers and Stradal, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 17 others.

Supervisor Rogers moved to adopt the agenda with the addendum. Second by Supervisor Stradal. Carried.

Minutes of the April 10 and May 8 Board meetings, both in 2024, were approved with a motion by Supervisor Stradal, second by Supervisor Belanger, and carried.

Treasurer Uhazie’s financial report showed the following balances as of May 31, 2024

           Stephenson National Bank General Fund                                   $    69,357.46

           LGIF #1- Operating Account                                                     $      39,640.78

           LGIF #2 – 2% Account                                                               $    48,258.07

           LGIF #3- Depreciation Account                                                 $ 1,312,540.55

A motion was made by Supervisor Rogers to accept the Treasurer’s report, seconded by Supervisor Franzmeier, and carried.

Vouchers #51749 through #51822, payroll charges, and EFT payments were approved as presented with a motion by Supervisor Stradal,

second by Supervisor Belanger, and carried.

Under Correspondence, Clerk Olson stated a letter was received from a taxpayer requesting to purchase a portion of land off Nelson Road.

The recycling grant was received from the DNR. “Thank you” emails for the Public Works department were received from the Crivitz Elementary School and from a resident for the culvert work on Townline Road.

Department reports were given for Fire by Chief Jim Stradal, Public Works and Recycling by the Public Works Superintendent, Craig

Baeten, Code Enforcer by Diahann Graham, Building Inspector by Chairman Kudick, Water Safety patrol by Supervisor Rogers, and

Canine by Mike Stueck.

Hugh Guy Jr. Land Surveyor presented CSM #2024-9 for EV Investments LLC for 1 lot, located in part of Government lot 4 in Sec 17,

T32N-R20E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to County Highway A. Motion to approve

by Supervisor Rogers, second by Supervisor Franzmeier, and carried.

Hugh Guy Jr. Land Surveyor presented CSM #2024-10 for Judith Kuchta and Carol Bedora for 1 lot, located in part of the SW ¼ of the SE

¼ in Sec 12, T32N-R20E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Noquebay Road. Motion to approve by Supervisor Stradal, second by Supervisor Franzmeier, and carried.

Hugh Guy Jr. Land Surveyor presented CSM #2024-11 for Todd Long for 2 lots, described as Lot 23 in certified survey map 3357, as

recorded in document number 730182 in the Marinette County Records and located in part of the NW ¼ of the NE ¼ in Sec 14,

T32N-R18E in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Kitty Dell Lane. Motion to approve

by Supervisor Rogers, second by Supervisor Franzmeier, and carried.

There was discussion with Marinette County Forestry Administrator, Ryan Buorassa concerning the ATV / UTV / snowmobile trails

remaining open if the Town transfers ownership of East and West Butler Rock Roads to Marinette County. He stated it is not their intent

to close the trails, however, if the verbiage is in the written document, he does not believe the County will accept the roads. They need the flexibility to close trails if they need to. The Board will look at having a meeting to discuss approving a resolution.

Chairman Kudick stated he spoke with the Town of Beaver concerning Williston Springs Road. They are not willing to do cold mix. If we will agree to do our 1 mile of the road in hot mix, they will cap our expense at $49,000.00 for the hot mix. They stated that the next shared

road project they would then be willing to do cold mix if we choose to do so. Supervisor Stradal moved to approve the $49,000.00 for the hot mix. A second was given by Supervisor Franzmeier. Motion carried.

                        

Supervisor Franzmeier moved to grant Liquor Licenses for July 1, 2024 through June 30, 2025, as shown on the attached list, contingent to all necessary paperwork and payments being received by the Clerk. Supervisor Stradal offered a second. Motion carried.

All agents for the establishments with the Liquor Licenses granted above were approved with a motion by Supervisor Franzmeier, second by Supervisor Belanger, and carried.

A motion was made by Supervisor Franzmeier to approve 34 of the Operator license applications as presented, and the remaining 7 applications contingent to supplying the Clerk with payment and certificates for Beverage Server course completion. Second by Supervisor Belanger and carried. List attached.

Under Public Comments, Larry Mertz stated he would like conversation with the Board. He further stated that he believes the Town needs Public Records request training. He would like to view records and not be charged for it as a citizen. He would also like to see fire

inspection reports.

             

Motion to adjourn by Supervisor Stradal, second by Supervisor Franzmeier, and carried at 7:40 pm.
