TOWN OF STEPHENSON MARINETTE COUNTY TOWN HALL
REGULAR BOARD MEETING
June 11, 2025
Chairman Kudick called the meeting to order at 7:00 pm. He then led everyone in the pledge of allegiance. Roll call showed Supervisors Belanger, McCabe, Stradal, and Van De Walle, Treasurer Uhazie, Attorney Coggins, and Clerk Olson, in attendance along with 15 others.
Supervisor Stradal moved to adopt the agenda. Second by Supervisor McCabe. Carried.
Minutes of the May 14, 2025 Board meeting and Variance Hearings meeting were approved with a motion by Supervisor Belanger, second by Supervisor Van De Walle, and carried.
Treasurer Uhazie’s financial report showed the following balances as of May 31, 2025
Stephenson National Bank General Fund $ 44,285.38

LGIF #3 - Depreciation Account $ 861,465.22

A motion was made by Supervisor Stradal to accept the Treasurer’s report, seconded by Supervisor Belanger and carried.
Vouchers #52399 through #52432, payroll charges, and EFT payments were approved as presented by the Clerk, with a motion by Supervisor McCabe second by Supervisor Belanger, and carried.
No correspondence.
Department reports were given for Fire by Chief Jim Stradal, Canine by Mike Stueck, Public Works and Recycling by Craig Baeten, and the Building Inspector report and Code Enforcer report by Chairman Kudick.
CSM 2025-10 for Dennis and Darla Sparr, for 1 lot, located in the NW¼ of the NE ¼ of Sec 24, T33N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Moonshine Hill Road, was presented by Hugh Guy Surveying. Motion to approve by Supervisor Stradal, second by Supervisor Van De Walle, and carried.
CSM 2025-11 for Susan Thiem, for 2 lots, located in the SW¼ of the SE ¼ of Sec 28, T32N-R20E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Left Foot Lake Road, was presented by Hugh Guy Surveying. Motion to approve by Supervisor Van De Walle, second by Supervisor McCabe, and carried.
CSM 2025-12 for Richard Rosio and Lori Hess-Rossio, for 2 lots, located in the fractional NW¼ of the NW ¼ of Sec 30, T32N-R19E, in the Town of Stephenson, Marinette County, Wisconsin, with ingress and egress to Forbes Road, was presented by Hugh Guy Surveying. Motion to approve by Supervisor Stradal, second by Supervisor Van De Walle, and carried.
Supervisor McCabe asked to move variance procedures to the end of the agenda.
Supervisor McCabe made a motion to give the Recycling attendants a $3.00 raise. Second by Supervisor Van De Walle, and carried.
Supervisor Belanger asked to table hiring of a recycling attendant until the next meeting.
Chairman Kudick stated that he would like to advertise for Water Safety Patrol Officers. So far, there is only one person who is interested, but the Town would need to pay for his certification. He is retired and has worked previously for other Water Patrol agencies. Supervisor McCabe moved to advertise for Officers for 2 weeks in the Peshtigo Times. Second by Supervisor Stradal and carried.
Roadwork, striping, and shouldering for 2025 were discussed. Discussion ended with Supervisor McCabe making a motion to advertise for bids for all 3 items discussed, based on what the Superintendent of Public Works deems necessary. Supervisor Van De Walle offered a second. Motion carried.
Supervisor Stradal stated that the fire department has a ladder truck that they are not using. He introduced JJ Winnemuller, who is a representative here for Helping Hands Disaster Relief. He stated they are looking for donations to be given to Kentucky where they have had so much disaster and lost everything. Attorney Coggins asked that the Clerk contact WTA and find out what the Statutes say on donating town equipment and or the amount of a donation we can make. Chairman Kudick stated the item would be tabled for a few weeks until the Board gets more information.
Supervisor Stradal made a motion to grant the Liquor licenses as are attached contingent to the Clerk receiving the required Agent form from one entity. Supervisor McCabe seconded. Motion carried. (See attachment on last page)
Cigarette licenses were approved for Dollar General, Corner Convenience, High Falls One Stop, and Thunder Mountain Bar & Grill with a motion by Supervisor Van De Walle, second by Supervisor Stradal and carried.
Operator licenses to expire June 30, 2027 were approved for Carla Bauer, Katie Budzinski, Jessie Claymore, Deanna Herson, Paul Kapalczynski, Charles Larsen, Patricia Lawrence, Barb Oudeans, Carla Piontek. Candyce Tritt, Margaret Winters Kinziger and Andrea Vincent. 3 applicants were approved contingent to the Clerk receiving the necessary paperwork and fees. The motion was made by Supervisor Belanger, seconded by Supervisor Van De Walle, and carried.
Supervisor McCabe distributed information to the Board members concerning how the County Board handles Variances. He asked that the Board look over the items and see what we can add to our procedures to help protect the land owner and the Town. He then made a motion to table the item until the July meeting. Supervisor Belanger seconded the motion. Carried.
Under Public comment, Christopher Norton stated that the Marinette County Board members, all but 4 of them, of which he was one of the four, voted to donate the acreage to the YMCA. This land will not be on the tax roll now. Jim Cichon asked if the Board is considering placing more solar signs at intersections.
Motion to adjourn by Supervisor Stradal, second by Supervisor Van De Walle, and carried at 7:40 pm.
